Luer Development Inc. is established with the goal of exporting and procurement of commercial civilian helicopter and helicopter parts from the United States to China and other parts of Asia. The U.S. Company, Luer Development Inc. is a subsidiary of the foreign entity Nanjing Ruoer General Aviation Co. Ltd, a division of Ruohang Aviation Group of China. Ruohang Aviation Group owns several heliports in Nanjing, Suzhou, Shaoxing and Huangshan to form a heliport network.

The foreign parent, Nanjing Ruoer General Aviation Co. Ltd is one of the few privately owned, civilian helicopter sales, lease and maintenance companies in China. It offers pioneering services including Flight Training, Business Flight, Entertainment Flight, Helicopter Maintenance and Helicopter Management.
